Baitangmiao was a revolutionary base area in Fengtai County, located about twenty kilometers northwest of Fengtai County in Guiji Town. It was a place where revolutionary activities were frequent in the early years and had a glorious tradition. The three Wu brothers—Wu Yun, Wu Zhen, and Wu Ting—who lived in Baitangmiao joined the Chinese Communist Party in 1923 and 1924 while studying at Shanghai University, introduced by Qu Qiubai and others. In 1924, the CCP organization at Shanghai University sent communists Huang Tianbai, Wu Yun, Wu Zhen, Gui Chao, and Hu Pingzhou back to their hometowns in northern Anhui to carry out revolutionary activities. After returning, they successively established the Huai Shang Middle School Remedial School in Shangdian Temple, Shou County, and Baitangmiao, Fengtai County, to promote new culture and ideas and provide Marxist-Leninist education to students. Many students trained and educated at the remedial school were later admitted as CCP members or joined the Communist Youth League. Numerous students who studied at the remedial class later embarked on the path of revolution. The Fengtai Special Branch established in Baitangmiao in 1928 was one of the earlier party branches in the Huainan region. The branch secretaries were successively Fan Yunan, Yue Lingyun, and Lü Shaopei. In 1930, the first revolutionary uprising in the Huainan region—the Baitangmiao Peasant Uprising—took place. In 1946, the CCP Wohuai Working Committee, with Cui Jianxiao as secretary, was stationed in Baitangmiao to carry out underground party work. In November 1947, Zheng Huaizhou, then secretary of the Fengtai County Committee, announced the establishment of the Fengtai County Committee and County Government in Baitangmiao. Soon after, the Baitang District Committee, District Government, and Baitang District Team were formed, and rural political power was quickly established to combat reactionary forces, support the Huaihai Campaign and the Yangtze River Crossing Campaign, and make due contributions to the liberation of Fengtai and the whole country.

To commemorate history, educate future generations, and carry forward the glorious traditions and fine conduct of the Party, in October 2009, with the attention of the Fengtai County Committee and County Government, the guidance of the Municipal New Fourth Army Research Association, and strong support from all sectors of society, a group of retired comrades from the County New Fourth Army Research Association specifically organized the construction of the “Baitangmiao Revolutionary Activity Memorial Park.” The memorial park covers an area of 10,560 square meters and consists of a memorial monument, an archway gate, a square, a historical materials room, roads, bridges, and more. The monument is 14 meters high, with the front engraved with the thirteen large characters “Fengtai County Baitangmiao Revolutionary Activity Memorial Monument,” written by General Zhou Keyu, former president of the China New Fourth Army Research Association and former political commissar of the General Logistics Department of the Chinese People's Liberation Army. The back of the monument is inscribed with an “Introduction to the Revolutionary Activities of Baitangmiao.” In front of the monument is a square that can accommodate over 400 people, surrounded by railings. The park is planted with various evergreen trees and flowers. The stone pillars on either side of the memorial park gate are inscribed with the sixteen large characters: “Do not forget the hard times of the past,” and “Cherish the happy life of today.” In the historical materials room, rebuilt with brick walls and tiled roofs at the former residences of the five Wu brothers and the original office site of the CCP Wohuai Working Committee, exhibits showcase the development of the Chinese Communist Party’s revolutionary activities in the Baitangmiao area from 1923 to 1949. The exhibition content is divided into six parts: Part One, Introduction; Part Two, Revolutionary activities in the Baitangmiao area before 1928; Part Three, Revolutionary activities carried out under the leadership of the Party organization after the establishment of the Fengtai Special Branch in 1928; Part Four, Revolutionary activities carried out by the CCP Wohuai Working Committee; Part Five, Revolutionary activities after the establishment of the Fengtai County Committee and County Government in November 1947; Part Six, Photos of 25 historical figures who participated in revolutionary activities in the Baitangmiao area, including Liao Yunzhou, Cao Guanghua, Wu Yun, Huang Tianbai, Cheng Dongfang, Hu Zhiguang, Cui Jianxiao, Ding Wenshan, and Zheng Huaizhou.

The memorial park is managed with the assistance of the Fengtai County New Fourth Army Research Association and the County Civil Affairs Bureau. It is staffed with management personnel and professional guides, and a Baitangmiao Revolutionary Activity Memorial Park Management Leadership Group has been established. Regulations such as the “Interim Measures for the Management of Fengtai County Baitangmiao Revolutionary Activity Memorial Park” and the “Interim Rules for Visiting Management of Fengtai County Baitangmiao Revolutionary Activity Memorial Park” have been formulated, along with fire safety and security measures.

The establishment of the Baitangmiao Revolutionary Activity Memorial Park is of great significance for deepening patriotic education and Party history education, advancing the core values of socialism and the construction of spiritual civilization, and fully promoting the “Six Cities Joint Creation.” In recent years, leaders at all levels, officials from government agencies and villages, enterprise employees, teachers and students, retired comrades, social organizations, and the general public have visited the Baitangmiao Revolutionary Activity Memorial Park for activities such as commemoration, with several thousand visitors each year.
