Xinjinqing Sluice

Xinjinqing Sluice is a cultural relic protection unit of Wenling City.

Commonly known as the Twenty-Two Arch Sluice, Xinjinqing Sluice is located at the Jinqing River Garbage Confluence in Zhannan Village, Binhai Town, Wenling City, Taizhou, Zhejiang Province. In the 21st year of the Republic of China (1932), it was decided to build the Xinjinqing Sluice at the Garbage Confluence. The design was carried out by Hu Buchuan, an engineer from the Provincial Water Resources Bureau, with Yan Huazhang as the chief engineer and Lin Ruzhe as the deputy engineer. The construction contract was awarded to Zhonghua Xingye Company. Construction officially began on October 1 of that year and was completed on August 8, 1934 (the 23rd year of the Republic of China), with a total cost of 380,000 silver dollars, shared between Wen County and Huang County at a ratio of 6.5:3.5. The sluice has 22 bays, with a net drainage width of 55 meters and a designed discharge capacity of 700 cubic meters per second. The sluice structure is made of reinforced concrete, marking the beginning of modern sluice construction in Zhejiang. The gates were originally made of wood and operated using hand-cranked mechanical hoists. It served as the main freshwater storage and flood discharge sluice for the Jinshui water system of the Wenhuang Plain and was the largest seaward sluice in eastern Zhejiang at the time.

After the founding of the People’s Republic of China, two phases of repairs were carried out in 1951 and 1953. After 1962, wooden gates were gradually replaced with reinforced concrete slab gates, and hoist rooms were added. Meanwhile, hand-cranked hoists were replaced with electric screw-type hoists. By the end of 1987, 21 reinforced concrete gates measuring 2.7×5.5 meters were reconstructed, along with the hoist rooms, and 21 electric hoists and electrical equipment were installed or removed. On April 12, 1995, after the completion and trial operation of the Xinjin Sluice, the Xinjinqing Sluice continued to serve the functions of flood discharge, freshwater storage, and saltwater prevention for the Jinshui water system. In the same year, with approval from provincial and regional water authorities, an additional navigation bay with a net width of 4.5 meters and a vessel capacity of 80 tons was added on the north side of the sluice. The current Xinjinqing Sluice has a total length of 76 meters, with a sluice bottom elevation of -3.24 meters, each bay being 5.3 meters high and 2.5 meters wide, and a net width of 55 meters. As the main sluice of the Jinshui water system, the entire structure is made of steel-reinforced concrete and is the largest water conservancy project in the city, renowned both within and outside the province.

Zhannan Village: Located in the northern part of Binhai Town, Zhannan Village has 706 mu of arable land, 506 farming households, a total population of 1,364, 13 villager teams, 46 Party members, and 59 villager representatives. In the previous year, the village collective economy generated an income of 150,000 yuan, mainly from agriculture and family workshops, with an average per capita income of 12,082 yuan for farmers.

In recent years, in response to the call of the town Party committee and government, the village has carried out projects such as model village and characteristic village development, achieving remarkable construction results.
