Bu Lu

Bu Lu is a cultural heritage site under the protection of Yixing City.

Bu Lu, located on Guangrong West Road, Yicheng Subdistrict, Yixing City. In January 1985, it was designated as a county-level cultural heritage site by the Yixing County People’s Government.

Bu Lu was built in the early years of the Republic of China. Originally the private residence of Shi Yaobin, an early CPC leader in Yixing, it later served as the founding location of the early CPC Yixing organization and the command center for the Autumn Harvest Uprising. The building faces south with a northern orientation, has two stories, a flush-gable roof, a width of five bays spanning 17.50 meters, and a depth of six bays at 5.10 meters. Above the main gate is a brick-carved lintel inscribed with the characters “Bu Lu” in relief.

In the spring of 1927, the Northern Expeditionary Army entered Yixing, sowing the seeds of revolution. Soon after, the Kuomintang launched a counter-revolutionary coup. While the reactionaries were busy suppressing the workers' movement and had no time to deal with the rural areas, the Jiangsu Provincial Committee of the CPC dispatched party members Pan Zinnian, Li ??? and others from Shanghai back to Yixing in April 1927. On April 20, they joined Shi Yaobin, An Naikang, Wu Rixin, Wang Mingsu, and Wang Zirou—seven individuals who were already in Yixing—and established a Marxist study group inside Bu Lu. In early May, with the approval of the Provincial Committee, the group was upgraded to the CPC Yixing Special Branch, with Shi Yaobin appointed as the branch secretary, Li ??? as the organizational committee member, and Pan Zinnian as the propaganda committee member. Subsequently, the Jiangsu Provincial Committee assigned Wan Yi, Shi Yanfen, Zong Yishou, and others to strengthen the Yixing Party organization. In early September, the special branch was elevated to the CPC Yixing County Committee, with Shi Yaobin remaining as secretary. On October 14, Wan Yi and Shi Yaobin attended a meeting of the “Jiangsu Peasants’ Uprising Action Committee” in Shanghai. Upon returning to Yixing, they first established the leadership body for the Yixing Uprising. The Action Committee was composed of Duan Yanhua, Kuang Yaming, Wan Yi, Shi Yanfen, and Zong Yishou, with Wan Yi serving as the commander-in-chief, and Shi Yanfen and Zong Yishou as deputy commanders. To preserve strength, it was also decided that Li ???, Shi Yaobin, and others would not participate publicly in the uprising. During this period, they frequently held meetings in Bu Lu to discuss the action plans.

Yicheng Subdistrict: The Yicheng Subdistrict Office is the seat of the Yixing Municipal Government and serves as the city’s political, economic, and cultural center, as well as the window for Yixing’s opening-up. Covering an area of 40 square kilometers with a population of 240,000, it governs 30 community committees and 6 administrative villages. Divided by the Wuxi-Shanghai Canal, the area within the canal adjacent to the urban part falls under the jurisdiction of Yicheng Subdistrict, while the area outside the canal is managed by the Yixing Economic Development Zone. The communities, villages (groups), and enterprises originally belonging to Yicheng Subdistrict in that zone are entrusted to the Yixing Economic Development Zone for management.
