Located at No. 12 Zhongshan East Road, Lianyun Subdistrict Office, Lianyun District, Lianyungang City. It was built by the Shanghai Zhongxing Company and originally served as an office during the early stages of port construction, later becoming the Army Headquarters of the Kuomintang in Lianyungang. The building stands on a hillside overlooking the sea, facing south with a northern exposure, offering a commanding view from above, and is constructed with solid wood. The main structure has two floors, a width of five bays, and is symmetrically arranged. One-story gabled wings with porches are built on the eastern and western gables, each bay being 3 meters wide, with the porches facing northeast and northwest respectively. The total span of the building is 12.9 meters, its east-west length is 24.2 meters, and the building area is 560 square meters. The stone walls are built with whole rough stones, with cement mortar used to highlight the joints. The building remains well-preserved to this day and is currently in military use. On July 25, 1976, Marshal Su Yu, a proletarian revolutionary and military leader of the older generation, stayed here during his inspection visit to Lianyungang.

In 2010, it was designated as part of the fourth batch of cultural heritage protection units in Lianyungang City.

Lianyun Subdistrict: Lianyun Subdistrict Office is located at Lianyungang Port. Originally called Laoyao, it has been known as Lianyun since 1933 (the 22nd year of the Republic of China), taking the first characters of “Lian Island” (连岛) and “Yuntai Mountain” (云台山), symbolizing “civilian sails and warships gathering like clouds, and prosperous maritime trade.” The Longhai and Lanzhou-Xinjiang railways, vital arteries stretching across China from east to west, extend westward from here, making Lianyun Subdistrict the eastern bridgehead of the New Eurasian Land Bridge. In 2003, with approval from the Jiangsu Provincial Government, the former Lianyungang Town was abolished and Lianyun Subdistrict was established. In February 2005, the municipal government approved the merger with the former Ta’an Subdistrict to form the new Lianyun Subdistrict.
