Located at Xin County Neighborhood Committee, Chaoyang Subdistrict, Lianyun District, Lianyungang City. Facing south, the building currently consists of two floors with a stone and wood structure, a flush gable roof, and measures 20.4 meters in width and 6.15 meters in depth. The three-bay wooden structure is relatively well-preserved, featuring round beams made of sturdy materials. The entire house exhibits distinct architectural characteristics from the Republic of China period.

Zhang Xuehan (1868–1940), styled Baichuan, was a native of Xin County, Chaoyang. Coming from a family of scholars, he became a Xiucai (successful candidate in the imperial examinations) in 1897 and a Gongsheng (tribute student) in 1900. As a youth, he was studious and particularly dedicated to rigorous learning and calligraphy practice, achieving outstanding accomplishments. By middle age, he had become one of the renowned literati in Haizhou. “No matter where he went, he would always study the local customs, search for historical remains, and then compose poems about them.” His residence is a late Qing Dynasty building, notable for its exquisite craftsmanship and premium materials used in construction. Therefore, the residence not only holds significant value for studying the life of Zhang Xuehan but also serves as important material for researching the architectural structure of Xin County.

It was designated as part of the fourth batch of cultural relic protection units of Lianyungang City in 2010.

Chaoyang Subdistrict: In the 2013 administrative division adjustment, the town of Chaoyang was abolished and replaced by Chaoyang Subdistrict Office. After the adjustment, the administrative region covers an area of 31.4 square kilometers with a total population of 20,000. It governs two neighborhood committees, Xin County and Chao Dong, as well as seven village committees: Xi Zhuang, Liu Xiang, Han Li, Zhang Zhuang, Yin Song, Ma Shan, and Sha Ji.
