Jiuhua Town, located at the southern gateway of Rugao City, covers a total area of 78.3 square kilometers with a population of 79,000, making it the third largest town in Rugao. Legend has it that during the Southern Song Dynasty, a eminent monk from the Western Regions named Wuwei Xingzhe traveled south from Rugao, Jiangsu. Passing by a earthen hill, he was greeted by lush cypress trees, murmuring streams, blooming flowers, and birds chirping and hopping about — a scene truly like heaven on earth. He was so moved that he conceived the idea of establishing a sacred site for Dizang Bodhisattva akin to that in Anhui, and thus the place came to be known as "Little Jiuhua."

The renowned Jiuhua Dizang Temple, famous across the regions south of the Yangtze River, has a history of over 800 years. Since ancient times, there has been a saying: “Visiting Wolf Hill for prayer without going to Jiuhua Dizang Temple means your merit is only half complete.” The temple, with its evening drums and morning bells and incense-filled air, stands in distant harmony with Guangjiao Temple on Wolf Hill in Nantong.
