Located at No. 90, Lane 69, Shan Yin Road. In 1926, the Central Party School was housed here. In 1927, it served as a liaison point for the command center of the Third Armed Uprising of Shanghai Workers. After the “April 12” counter-revolutionary coup, Chen Yannian was instructed by the CPC to come to Shanghai to take up the post of Secretary of the Jiangsu-Zhejiang Regional Committee, and set up an office here, with the ground floor used as a reception room, the second floor as a meeting room, and the third floor as accommodation for underground operatives. On June 1, the Political Bureau meeting of the CPC Central Committee decided to dissolve the Jiangsu-Zhejiang Regional Committee and establish the Jiangsu Provincial Committee and Zhejiang Provincial Committee of the CPC respectively, with this site serving as the office of the Jiangsu Provincial Committee. On June 26, the Jiangsu Provincial Committee of the CPC held a meeting here, during which Chen Yannian was appointed as the Secretary of the Jiangsu Provincial Committee. That very afternoon, Chen Yannian was unfortunately arrested. He was later executed near Fenglin Bridge.

This building was constructed in 1905, covering a land area of 60 square meters and a construction area of 144 square meters. It is a three-story, brick-and-wood structure Shikumen residence facing south. The walls are red brick with exposed mortar, and the Shikumen gate is topped with an arched cement lintel. There is a small balcony on the third floor.

On December 7, 1977, this site was designated as a protected cultural heritage site of Shanghai. On January 7, 1985, it was re-designated as such by the Shanghai Municipal People’s Government. On October 31, 2005, the surrounding Hengfeng Li area, where this site is located, was recognized as an Outstanding Historical Building of Shanghai by the Shanghai Municipal People’s Government.
