Harbin Academy of Agricultural Sciences

Harbin Academy of Agricultural Sciences is the only comprehensive, purely public-interest institution in Harbin that integrates “agriculture, science, and education” with “production, learning, and research.”

Its headquarters is located at No. 288 Chengxiang Road, Daoli District, Harbin. The academy currently has 225 employees, including 168 scientific and technical personnel, 15 senior professionals, 48 associate senior professionals, 43 doctoral and master's degree students (both current and graduated). There are 4 experts enjoying special government allowances from the State Council and the provincial government, 4 middle-aged and young experts in Harbin with outstanding contributions, and 22 cadres at the division level or above. The academy consists of eight subordinate institutions: the Sub-Institute of Vegetable and Flower Research, the Sub-Institute of Aquatic Research, the Sub-Institute of Agricultural Education, the Sub-Institute of Grain and Cash Crop Research, the Rural Economic Research Center, the Sub-Institute of Animal Husbandry Research, the Hainan Breeding Center, and the Sub-Institute of Agricultural Mechanization Research, as well as four internal departments: the Office, the Organization and Personnel Department, the Scientific Research and Education Department, and the Finance and Audit Department.

Over the years, the academy has undertaken 124 scientific research projects at the national, provincial, ministerial, and municipal levels, achieving 83 research results, of which 45 have been awarded prizes. Among them, the project “Construction of a Northern Modern Urban Agriculture Demonstration Park” won both the First Prize for Scientific and Technological Progress from Harbin City and the First Prize for Science and Technology (Progress Category) from Heilongjiang Province. According to records, this is the first agricultural project in Harbin since the founding of the People’s Republic of China to receive such an honor (referring to the provincial science and technology first prize), marking a milestone in the city’s agricultural development history. In addition, the academy’s project “Research on the Cultivation and Production Application of Songpu Carp” won the First Prize for Scientific and Technological Progress from the Ministry of Agriculture; the project “Research on the Introduction and Cultivation Techniques of Largemouth Bass in Canada” received the Third Prize for Scientific and Technological Progress from Heilongjiang Province and introduced a new freshwater fish species to China. The project “Breeding and Promotion of the Harbin Bean Series” was awarded the Third Prize of the China Shen Nong Agricultural Science and Technology Award by the Ministry of Agriculture.

In the process of park construction, we emphasized science and technology as the guide and innovation as the main thread. We were the first in the three northeastern provinces to implement the research, integration, and demonstration of the “Urban Agriculture Demonstration Park Construction” project; the first in the province to carry out research, demonstration, and promotion of soilless cultivation and factory seedling technologies; and the first in the province to conduct trials and demonstrations of green agriculture and organic agriculture, repeatedly filling gaps in the province’s agricultural research field. In addition, the academy was also the first in the province to collaborate with higher agricultural education institutions on “2+1” and “3+1” joint education programs, enhancing students’ practical and hands-on abilities. To date, it has trained over 30,000 secondary vocational school graduates, more than 2,000 junior college students, and provided training to over 200,000 agricultural technicians. It has promoted and demonstrated over 400,000 kilograms of new crop varieties, benefiting more than 2 million farming households, and established 25 application and radiation bases. The academy has received over 400,000 visitors and students engaged in agriculture-related education, generating considerable social and economic benefits. As a result, it has been recognized as a “National Science Popularization Demonstration Base for Agriculture, Rural Areas, and Youth,” a “Harbin Youth Civilization Unit,” a “Heilongjiang Youth Science and Technology Education Base,” a “Provincial Science and Technology Demonstration Base for Organic Vegetable Production,” and a “Harbin Agricultural Standardization Base.” It is the first agricultural scenic area in the province to be rated as an “AA-level Tourist Attraction” by the National Tourism Administration and one of the first national industrial and agricultural tourism demonstration sites. In 2004, the academy was awarded the highest national honor — the National May 1st Labor Certificate.

Through the two platforms of the “Postdoctoral Industry Base” and the “Postdoctoral Scientific Research Workstation,” a three-tier talent network platform—encompassing high-, medium-, and low-end talents—has been successfully established, laying a solid foundation for the academy to “serve agriculture, rural areas, and farmers,” take the lead, and contribute to the comprehensive construction of a well-off society in Harbin. To better serve “agriculture, rural areas, and farmers,” the academy pioneered the “Farmers’ Science and Technology Leaders Club” and was the first in the Harbin region to vigorously carry out training programs for farmer science and technology leaders and the transfer of rural surplus labor, establishing a long-term mechanism for serving farmers. It has been designated by the Municipal Youth League Committee as a training base for “Village Little Experts.”
