Luobei Mingshan Scenic Area is a national AAAA-level tourist attraction.

Mingshan Island —— Located in Mingshan Island Town, Luobei County, Hegang City, Heilongjiang Province, it can be reached directly from Hegang via the Harbin-Luohe Expressway. It is 88 kilometers away from Hegang City. This is a river-centered island-type tourist resort on the Heilongjiang River. Mingshan Island was historically known as Black Dragon Island, and is one of the three Black Dragon Islands on the Heilongjiang River. Mingshan Island is situated at markers 399–401 on the Chinese side of the main channel centerline of the Heilongjiang River, within China’s territory, while the other two Black Dragon Islands are on the Russian side of the main channel centerline, belonging to Russia. The “Three Black Dragon Islands” all originate from the Chinese folk legend of the black dragon “Tuoweiwei Lao Li” (the Old Li with the Shorn Tail). Mingshan Island is 3,500 meters long, with an average width of 250 meters, covering an area of 0.54 square kilometers. This island was formed by river erosion prior to 1914 and is the only one among the 13 islands in the Luobei section of the river that remains undamaged.

This “Mingshan Island,” paved with golden sand and covered in lush vegetation, has been visited by people for wild outings since the 1970s. In the summer of 2000, Mingshan Island was officially opened to tourists. The island boasts excellent ecological preservation, with a variety of broadleaf forests including birch, willow, elm, and poplar. In the height of summer, the foliage is dense, and birds sing among fragrant flowers. The island is also home to many precious small animals such as foxes, weasels, and squirrels, and is frequently visited by migratory waterfowl. The terrain of the island is gently undulating, and the waters beneath it are wide with gentle currents, making the entire island incredibly scenic.

Based on the differing functions of various zones within Mingshan Island Scenic Area, three north-south roads serve as dividing lines. From west to east, the scenic area is divided into five functional zones: the water tour zone, comprehensive amusement zone, villa zone, comprehensive trade zone, and garden leisure zone.

To facilitate interconnection and integration among the five zones, a main ring road paved with turf bricks links them together, with natural pathways internally connecting various scenic spots.

The entire island has well-preserved vegetation. Remarkably, many trees grow in pairs, known as companion trees, family trios, or even four-generation trees. There is also a natural golden beach bathing area, a watchtower, the Dragon King Temple, an open-air stage, a Russian-style cultural park, holiday resorts, Buddhist temples, and a Jewish cultural park. Here, dining, lodging, and transportation are all available, with a wide range of tourism activities including boating and island exploration.
