Luobei is located where the Heilongjiang River flows from north to south, then turns east, forming an “L” shape. Its ancient name was Yesu. In the 34th year of the Guangxu reign (1908), a direct-administration office was established in Xingdong. Because it lies north of Tuoluo Mountain, it was named Luobei Direct-Administration Office, and the name Luobei has been used ever since. “Tuoluo” was originally a Manchu name. In Manchu, the word for peach is “TUOLUO,” which is transliterated in Chinese as “托萝.”

Over 80 kilometers north of Hegang, in Mingshan Town, Mingshan County, Luobei, by the banks of the Heilongjiang River, stands a modern H-shaped national gate — a contemporary architectural “H”-shaped national gate by the Heilongjiang River in Mingshan. The gate bears the seven large characters “People's Republic of China” and a shining national emblem, symbolizing the dignity of our nation. The “H” represents the initial of “He” (鹤), the first character in Hegang, indicating that the gate is located within Hegang. By ascending the spiral staircase to the top of the gate, visitors can overlook the surging Heilongjiang River and the full view of Russia’s Amur Zeysk October Region. At this moment, visitors often feel a deeper sense of closeness and pride toward the word “motherland.”
