Former Site of the Governor-General's Office of Guandong Province

The former site of the Governor-General's Office of Guandong Province is a National Key Cultural Relics Protection Unit.

The former site of the Governor-General's Office of Guandong Province is located at No. 45, Harbor Street, Lushun, and was built around 1890. Initially, it served as the naval office of the Qing Dynasty’s Beiyang Fleet, where Ding Ruchang resided. In 1903, it became the Governor-General's Office of Guandong Province under Tsarist Russia, serving as the military and political center of the Russian-controlled Guandong region.

During the Japanese occupation, it successively functioned as the Naval Garrison Command and the Important Port Command, serving as the leadership body of the Japanese Navy in Lüda. From 1945 to 1954, it housed the Soviet Navy Headquarters. The compound contains old buildings constructed during the Qing Dynasty, and there are also two guardhouses built by Tsarist Russia outside the main gate.

In May 2013, the former site of the Governor-General's Office of Guandong Province was listed as part of the seventh group of National Key Cultural Relics Protection Units.

Protected Area: The area within the outer foundation of the existing perimeter wall of the site is designated as the protected area.

Construction Control Zone: The area extending 15 meters beyond the protected area is classified as a Class IV Construction Control Zone.
