On either side are symmetrically arranged front and rear rows of single-story buildings, with those on the northeastern side connected by corridors. Initially serving as the "Land Survey Department" during the Japanese colonial period, it was renamed the "Lüshun Higher School" in 1940. After the Soviet Army stationed in Lüshunkou in 1945, it became the headquarters of the 39th Army Group. It was used by the Chinese military after the Soviet troops withdrew in 1955.
