In August 1947, the Northwest Bureau of the CPC Central Committee and the government of the Shaanxi-Gansu-Ningxia Border Region were ordered to cross the Yellow River eastward and relocate to Lin County. Xi Zhongxun served as Secretary of the Northwest Bureau of the CPC Central Committee and Political Commissar of the Shaanxi-Gansu-Ningxia-Jin-Sui Joint Defense Army. He resided in Nangezhuo Village, Linjiaping Town, Lin County — now the site known as the Former Site of the Northwest Bureau of the CPC Central Committee or also referred to as the Former Residence of Xi Zhongxun. He Long, Commander of the Shaanxi-Gansu-Ningxia-Jin-Sui Joint Defense Army, stayed in Shayuan Village, which is separated from Nangezhuo Village by a river. During this period, finance meetings, joint meetings, and administrative meetings were held to mobilize public support for the front lines. The site successfully coordinated rear-area logistics and supported frontline operations, making significant contributions to safeguarding the Party Central Committee and liberating all of China.

The Former Site of the Northwest Bureau of the CPC Central Committee faces south and features a two-courtyard layout. The front courtyard lies in the northern part, including the main house, eastern cave dwelling, southern wing room, and the entrance gate. The rear courtyard is located in the southern part, consisting of the passageway, northern wing room, eastern cave dwelling, and western wing room.

During its stay in Lin County, the Northwest Bureau of the CPC Central Committee convened finance meetings, joint meetings, and administrative meetings, mobilized public support for the front lines, and successfully fulfilled the tasks of coordinating rear logistics and supporting frontline operations, making great contributions to safeguarding the Party Central Committee and liberating all of China.
