The Former Site of the Provisional Consultative Council of the Shanxi-Hebei-Shandong-Henan Border Region is a national AAA-level tourist attraction, a cultural relic protection unit of Shanxi Province, and a classic red tourism destination.

The Former Site of the Provisional Consultative Council of the Shanxi-Hebei-Shandong-Henan Border Region is located in Tongyu Village, Tongyu Town, Zuoquan County, Jinzhong City.

From July 7 to August 15, 1941, the Provisional Consultative Council of the Shanxi-Hebei-Shandong-Henan Border Region was grandly convened in Tongyu Village, Liaoxian County (now Zuoquan County), lasting 40 days. This significant gathering led to the establishment of the Shanxi-Hebei-Shandong-Henan Border Region Government, and the election of its leadership, with Yang Xiufeng as chairman. The Shanxi-Hebei-Shandong-Henan Border Region Government was officially established.

The convening of the Provisional Consultative Council of the Shanxi-Hebei-Shandong-Henan Border Region adapted to the development of the anti-Japanese war situation in North China and the need to consolidate the anti-Japanese base areas. It formally established the leadership structure of the border region government. After the meeting, the border region government promptly implemented the "three-three system" principle of governance across all levels of political power. Council members returned to their respective counties to vigorously promote the "three-three system" and mobilized the masses to actively participate in the democratic construction of grassroots governance. Through village elections, truly "three-three system"-compliant village-level anti-Japanese political powers were established. This widespread adoption of the "three-three system" politically adjusted relations among various social classes, giving the democratic governments in the base areas a broad mass foundation.

The site is a legacy structure from the Qing Dynasty, facing south with a north orientation, consisting of a two-courtyard complex covering a built-up area of 416 square meters. In the front courtyard, the east side hall served as the presidium and the qualification review committee, while the west side hall was the secretariat. In the rear courtyard, the east side hall was the office of the border region council, the west side hall housed the office of the border region high court, and the main hall served as the office of the border region government. Due to age, parts of the structure have been damaged, with peeling wall plaster and missing roof tiles. From 2005 to 2006, the People's Government of Zuoquan County allocated funds to comprehensively renovate the site according to its original appearance. There are a total of 105 displayed items, including 28 tables, 55 stools, 4 candlesticks, 1 gas lamp, 5 thermoses, 2 teacups, 7 name lists, as well as maps, newspapers, portraits of leaders, and meeting schedules posted on the walls.

Tongyu Town: Tongyu Town in Zuoquan County is located 35 kilometers southeast of the county seat. National Highway 207 runs through the entire town, covering a total land area of 154 square kilometers. It comprises 29 administrative villages, 3,345 households, a population of 10,815, with 5,130 laborers, and arable land of 13,009.6 mu, including 9,296 mu of grain-sown area. In 2001, the per capita income of farmers was 1,680 yuan, with a total grain output of 2,396 tons. Major crops include corn, soybeans, millet, and tubers.
