The former site of the Central County Committee of the Communist Party of China in Hepu is a cultural relic protection unit of Hepu County, a classic red tourism attraction, and a patriotic education base.

The former site of the Central County Committee of the Communist Party of China in Hepu was originally a two-story white brick-and-tile fortress building within Hongde Primary School, enclosed by walls forming a small rectangular courtyard. As early as 1939, Hongde Primary School in Baisha served as a liaison station between the South Road Special Committee of the CPC and the party organizations of the four Qinzhou-Lian regions. In May 1940, after the restoration of the Central County Committee of the Communist Party of China in Hepu, the committee’s headquarters were set up here. From November of the same year to January of the following year, the Guangdong-Guangxi Border Working Committee was also stationed here. Utilizing the secluded location of Hongde Primary School in Baisha, the Central County Committee held multiple training sessions for key party members and convened important meetings, organizing and leading a series of significant revolutionary activities, including the famous anti-Japanese armed self-defense struggle in Baishui.

In 1981 and 1984, it was respectively listed as a revolutionary historical cultural relic protection unit and a cultural relic protection unit at the county level, and restoration work was carried out. From September 2007 to January 2008, the Hepu County Committee and the Hepu County People's Government allocated funds to renovate the site and built a new approximately 150-square-meter Struggle History Exhibition Hall adjacent to it.

After the restoration of the site, the county committee and government designated it as the “Hepu County Youth Patriotic Education Base” and the “Hepu County Party Members and Cadres Education Base.”
