Pingyu Shanghe City is a national AAA-level tourist attraction.

Pingyu Shanghe City is located in the middle section of Qinghe Avenue, Pingyu County, Zhumadian City, Henan Province. Also known as Pingyu Qinghe Tourism Culture Scenic Park, it is the first national AAA-level scenic spot in Pingyu and the premier experiential specialty commercial district in the Central Plains.

The project was jointly developed by Dongfang Weiye and Jiangsu Liangjiang Investment. The first phase covers an area of approximately 300 acres and is located southwest of the Pingyu County Party Committee and County Government, adjacent to the southern bank of the Qinghe River, neighboring the Party School, the Land and Resources Bureau, the New Experimental Primary School, and the Xicheng Huafu residential community. To the north, it faces the Xizhong Park. The planned total construction area of the project is about 200,000 square meters, with an intended investment of over 800 million yuan. The development mainly consists of low-rise, low-density buildings (three stories or less). The project is scheduled to complete the first phase of construction and officially open to the public in 2014.

Shanghe City is a key urban construction project of Pingyu County in 2013. Not only does it enjoy a prime location, serving as a gateway to the new urban district, administrative office area, and business center, but it also features forward-thinking planning. The first phase includes the Qinghe Fang Chinese-style commercial street, a garden-style hot spring hotel, an iconic wedding hall, and a children’s playground. It combines tourism and cultural experience with commercial functions, striving to create an urban central shopping park and a national 4A-level scenic area that integrates dining, drinking, entertainment, fun, and travel. It meets people's needs for living, leisure, and culture.

The overall planning concept of the project: It aims to build a comprehensive cultural tourism industrial park centered around the culture of Jiangnan water towns, encompassing tourism, leisure, star-rated hotels, and large-scale business and government conference reception services. Its core lies in the Jiangnan cultural experience, offering various functions such as amusement and shopping. The goal is to gather the essence of China’s leisure tourism in Pingyu and use this platform to radiate to surrounding areas. At the same time, it seeks to introduce the best of domestic experiential cultural tourism to Pingyu through this platform and promote it nationally, achieving the optimal combination of aggregation effects.
