The area primarily focuses on leisure and sightseeing, integrating with major retail listed enterprises in Jinan such as Haining Leather City and Bailian Outlets, creating HaiNa City—a commercial tourism town that combines sightseeing, shopping, and leisure.

HaiNa City Commercial Tourism Scenic Area is divided into seven major functional zones: the Entrance Service Area, Comprehensive Reception Area, Shopping & Leisure Area, Consumer Logistics Area, Residential Living Area, Central Park Leisure Area, and Commercial Office Area.

The Comprehensive Reception Area consists of Taiheng Hotel, Taiheng Eco Foot Spa, Taiheng Supermarket, and HaiNa International Food City, providing visitors with services such as leisure, entertainment, dining, accommodation, and conferences. The Shopping & Leisure Area is the core shopping hub of the HaiNa City Commercial Tourism Scenic Area, divided into two parts: Bailian Outlets and Haining Leather City. Bailian Outlets features an architectural style modeled after a 16th-century Italian town, creating an exotic open-style commercial district.
