In May 1919, it was elevated to the status of a Consulate General, overseeing the entire Shandong Province except for Qingdao and Yantai. During the “May 3rd” Incident in 1928, the building was destroyed by wartime bombardment, leaving only the goldfish pond in the courtyard intact. The current structure was rebuilt in 1939 and consists of the Consul General’s residence, office building, villa, guardhouse, and goldfish pond. The Consul General’s residence is essentially square-shaped, two stories high with partial three floors and a basement, featuring a flat roof. It spans 26.8 meters from north to south and 18.1 meters from east to west, covering a land area of 270 square meters and a floor space of 340 square meters. It has a brick-concrete structure with exposed brick walls. The office building is situated to the west of the Consul General’s residence, with a linear layout, a two-story structure with partial three floors and a basement, spanning 38.6 meters east to west and 17 meters north to south, covering a land area of 557 square meters and a floor space of 1,700 square meters. It also has a brick-concrete structure with exposed brick walls, features staircases on both the eastern and western sides, and contains an east-west corridor with symmetrical rooms on the northern and southern sides. In the western part of the courtyard stands a villa, irregularly decagonal in plan, mainly two stories high with a gable and hip roof, and a single-story southern section that functions as a balcony. It has a brick-stone-wood structure, with mixed brick-and-stone walls, covering a land area of 110 square meters and a floor space of 184 square meters. The guardhouse is rectangular in plan, with a flat roof, stone masonry below the windowsills and brick walls above, and features a small recessed open porch at the southeast corner, covering a floor space of 51 square meters. After the founding of the People’s Republic of China, the site was used as offices for the Government Reception Office of the Shandong Provincial Government and as accommodations for Jinan Hotel. Chairman Mao Zedong once stayed in the original Japanese Consul General’s residence during his inspection visit to Jinan. The surviving complex of the former Japanese Consulate General represents a group of “retro-modern” buildings, differing from the earlier Western classical-style consulate buildings and bearing distinct Japanese architectural characteristics. It serves as important physical evidence for the study of Japanese architectural styles of the time. Moreover, as a symbol of Japan’s aggression and rule in Shandong during that period, it remains highly significant for patriotic education today. This building complex is included in the "Chinese Cultural Relics Atlas • Shandong Volume." On December 18, 2003, it was registered for protection by the Huaiyin District Bureau of Culture. On October 10, 2013, it was designated as part of the fourth batch of Provincial-Level Cultural Relics Protection Units by the Shandong Provincial Government.
