The Feicheng Martyrs' Cemetery is a Shandong Provincial Cultural Relics Protection Unit and a Patriotic Education Base.

During the War of Resistance against Japan, the famous Lufang Breakout Battle took place here. To commemorate the victory of the Lufang Breakout, Feicheng County established the Feicheng Martyrs' Cemetery in 1972 on the site of the Lufang Battle at the southern foot of Phoenix Mountain in Donglufang Village, Anlinzhan Town.

The Feicheng Martyrs' Cemetery has been successively designated as a Shandong Provincial-level Cultural Relics Protection Unit, a Patriotic Education Base, and a Provincial-level Martyrs' Memorial Facility. In August 2015, it was named a "National-level War of Resistance Memorial Facility." The Feicheng Municipal Party Committee and Municipal Government attach great importance to leveraging the cemetery's role as a patriotic education base. In 1990, the Feicheng County Martyrs' Cemetery Management Office was established (renamed the Feicheng City Martyrs' Cemetery Management Office after Feicheng was upgraded from a county to a city in 1992). It is a division-level public institution funded by a special government budget.

The Feicheng Municipal Party Committee and Municipal Government place high importance on the cemetery’s role as a patriotic education base. On important memorial days such as Tomb-Sweeping Day, Army Day, National Day, and Martyrs' Memorial Day, senior municipal leaders pay tribute to the martyrs and honor their sacrifices at the cemetery. With the goal of "commemorating the martyrs and educating the public," the cemetery is open to all sectors of society and the general public. Departments such as the Civil Affairs Bureau, the Communist Youth League Municipal Committee, and the Education Bureau organize primary and secondary school students, league members, and party members to visit, pay respects, and learn about revolutionary martyrs. The Civil Affairs Bureau arranges for specialists to introduce the details of the Lufang Battle and the heroic deeds of the martyrs to the public. According to statistics, an average of over 250,000 people visit the cemetery each year to pay tribute to the revolutionary martyrs, making it an effective patriotic education base. In particular, the newly built Lufang Breakout Victory Memorial Hall attracts visitors from surrounding areas and even across the country. From October 8, 2015, to June 30, 2016, more than 700 organizations and over 100,000 people visited the memorial hall for specialized education sessions on the "Three Stricts and Three Honests" and "Two Studies, One Action" campaigns, achieving significant social impact.

To commemorate the 76th anniversary of the Lufang Breakout Victory and the 70th anniversary of the victory in the War of Resistance, in December 2014, the Feicheng Municipal Party Committee and Municipal Government decided to renovate and expand the cemetery. The project had a total investment of over 80 million yuan and mainly included the construction of the Lufang Breakout Victory Memorial Hall, the Monument Square, the Unknown Martyrs’ Memorial Square, parking lots, and roads within the cemetery. The cemetery area expanded from 10 mu to 106 mu. Among these, the Lufang Breakout Victory Memorial Hall covers a construction area of over 5,300 square meters, with its name inscribed by former Vice Chairman of the Central Military Commission General Yang Dezhi. The memorial hall has two floors and utilizes advanced audiovisual technology and multimedia methods to vividly recreate, through innovative and unique artistic forms, the heroic scenes of the Eighth Route Army soldiers fighting desperately and annihilating the enemy during the Lufang Battle, as well as the deep bond between the people and the army as they risked their lives to aid the breakout. On September 18 of the previous year, a grand opening ceremony was held. Attendees included Lieutenant General Yin Fatan, former Deputy Political Commissar of the Second Artillery Corps; Lieutenant General Luo Dongjin, son of Marshal Luo Ronghuan, former Deputy Political Commissar of the Second Artillery Corps; Chen Yaodong, son of General Chen Guang; Duan Cunhua, former Vice Minister of the Ministry of Light Industry and daughter of Duan Junyi, former Standing Committee Member of the Central Advisory Commission; and over twenty descendants of battalion-level and higher commanders who participated in the Lufang Breakout. The ceremony also successfully hosted a symposium on the 115th Division of the Eighth Route Army, the Lufang Breakout Victory, and the establishment of the Shandong Anti-Japanese Base Area. Leaders and experts present spoke highly of Feicheng’s efforts in constructing the Lufang Breakout Victory Memorial Hall. On the evening of the opening, the ceremony was reported on CCTV’s News Broadcast, drawing significant attention from officials and residents in Feicheng. The Monument to the Lufang Breakout Battle was inscribed by General Yang Dezhi, former Chief of the General Staff of the People's Liberation Army. The Unknown Martyrs’ Memorial Square features a 39-meter-long, 7.6-meter-high wall of heroes, constructed with high-quality granite. The wall abstractly represents the date “19390511” when the Lufang Battle occurred and is the resting place of 178 unidentified martyrs who sacrificed their lives in the battle. The renovation and expansion project of the martyrs' cemetery received strong recognition from higher authorities and widespread acclaim from the public, becoming a highlight project for Feicheng.
