The former site of the Special Branch of the CPC in Cixian County is located in Xixiaowu Village, Shicunying Township, Cixian County. It is among the second batch of municipal-level cultural heritage protection units designated by Handan City.

Xixiaowu Village: Situated on the gentle slope plain east of Shicunying Township, Xixiaowu Village has a total of 630 households, a population of 2,693, over 3,300 mu of arable land, 6 cadres in the village’s two committees, and 69 Party members. The main sources of income for villagers are agriculture and transportation.

Xixiaowu is a red revolutionary landmark — the former site of the First CPC Branch in Northern Hebei is located here. In late 1921, Wang Ziqing joined the Communist Party of China in Beijing under the introduction of Li Dazhao. In the summer of 1925, he established the Special Branch of the CPC in Cixian County at the village primary school in Xixiaowu.
