The Changting Soil and Water Conservation Science Education Park is a national water conservancy scenic area.

The Changting County Soil and Water Conservation Science Education Park is located in Luhu Village, Hetian Town. Established in April 2000, it mainly displays the ecological disasters caused by soil erosion, popularizes scientific knowledge about soil and water conservation, and carries out scientific research in this field. It has evolved into a soil and water conservation scenic area and tourist destination that integrates demonstration and promotion, science education, sightseeing tourism, and international exchange. The park covers a total area of 121.2 hectares and mainly consists of five functional zones: the central zone, the public servants' zone, the experimental zone, the five types of soil and water conservation zones, and the control zone. Facilities within the park include the Xiangnan Memorial Square, the Soil and Water Conservation Education and Exhibition Hall, the demonstration hall, the multimedia exhibition hall, the artificial simulated rainfall test plot, the natural rainfall runoff plot, the meteorological observation field, and the root box display area. Various sectors of society have donated over 1 million yuan, and nearly 3,300 commemorative trees have been planted.

In February 2012, the Changting County Soil and Water Conservation Science Education Park was awarded the title of "National Soil and Water Conservation Science and Technology Demonstration Park" by the Ministry of Water Resources, and was named a "National Primary and Secondary School Soil and Water Conservation Education Social Practice Base" by the Ministry of Education and the Ministry of Water Resources. In November, the Fujian Provincial Department of Water Resources established the "Fujian (Changting) Soil and Water Conservation Research Center" based on the park’s scientific research facilities. In December, it was recognized as a Fujian Provincial Water Conservancy Scenic Area. It is also currently one of the educational practice bases for the Mass Line of the Communist Party in Western Fujian.

Luhu Village: Located in Hetian Town, Luhu Village is 26 kilometers from Changting County and 3.5 kilometers from the town center. It is just 1 kilometer from the Hetian interchange of the Longyan–Changting Expressway, and National Highway 319 runs through the village, making transportation very convenient. The village administers 8 natural villages and 11 villager groups, with a total of 502 households and 1,997 residents (including 82 households and 438 people in the Daliankou natural village). It has 1,455 mu of arable land and 12,423 mu of forested land. The village currently has 50 Party members, 5 members of the village committee, and 1 university graduate village official.
