The Site of the Gutian Congress is a national AAAA-level tourist attraction, a Major Historical and Cultural Site Protected at the National Level, a classic red tourism destination, and a patriotic education base.
Site of the Gutian Congress
The site of the Gutian Congress is situated at the junction of Fujian, Jiangxi, and Guangdong provinces, in Xibei Village, Gutian Town, Shanghang County, Fujian Province. Originally the ancestral hall of the Liao family, also known as the Wanyuan Ancestral Hall, it was first built in the 28th year of the Daoguang reign during the Qing Dynasty (1848). In the early years of the Republic of China, to promote new-style education, the hall was converted into Hexing Primary School. In May 1929, the Fourth Red Army entered Fujian for the second time to carry out land revolution, and Hexing Primary School was renamed "Shuguang Primary School."
The ancestral hall consists of a front and rear hall and left and right wing rooms, with a total floor area of 826 square meters. In December 1929, the Ninth Congress of the Fourth Red Army, presided over by Comrade Mao Zedong, was held here, during which the historically significant Gutian Congress Resolution was adopted. This is the famous Gutian Congress.
Currently, the main hall of the congress site has been restored to its original appearance during the meeting. Portraits of Marx and Lenin, delegate seats, the conference banner, the podium, and the party flag on the wall are all arranged as they were originally. To the left of the site is a lotus pond, to the right is the Red Army review stand, and at the back stands eight large red characters that read “The Spirit of the Gutian Congress Shines Forever,” with dense woods behind them. Opposite the site is the Gutian Congress Exhibition Hall, newly built in the 1960s. It houses many precious revolutionary relics from western Fujian and is the most comprehensive and largest memorial museum in Fujian Province in terms of revolutionary relic collections.
In late December 1929, the Ninth Congress of the Fourth Red Army of the Chinese Communist Party was held in Gutian, Shanghang, western Fujian. It reviewed the experience of building the army since the birth of the Red Army and adopted the “Resolution of the Ninth Congress of the Fourth Red Army of the Communist Party of China,” also known as the Gutian Congress Resolution. This resolution not only addressed the major issue of how to build an army, whose main composition was peasants, into a new type of people's army under the leadership of the proletariat, but also established the fundamental principles for army building by the Chinese Communist Party.
At the Gutian Congress, Mao Zedong delivered a political report, Zhu De gave a military report, and Chen Yi conveyed the Central Committee’s September Letter. After heated discussions, the congress unanimously adopted around 30,000 words of eight resolutions drafted by Mao Zedong on behalf of the Front Committee, collectively known as the “Resolution of the Ninth Congress of the Fourth Red Army of the Communist Party of China,” or the Gutian Congress Resolution. The first part, which is also the most core content, is “On Correcting Mistaken Ideas in the Party,” later included in “Selected Works of Mao Zedong.” The congress elected 11 members to the Front Committee of the Fourth Red Army of the CCP, including Mao Zedong, Zhu De, Chen Yi, and Luo Ronghuan, with Mao elected as secretary.
The Gutian Congress summarized the experiences and lessons in army building since the establishment of the Fourth Red Army, established the basic principles for building the people's army, declared that “the Chinese Red Army is an armed group carrying out revolutionary political tasks,” reiterated the principle of the Party’s absolute leadership over the Red Army, opposed any excuse to weaken the Party’s leadership of the army, and insisted that the Party must become the strong leadership and united core within the army.
Building the Party into the vanguard of the proletariat and the army into a new type of people's army under the leadership of the proletariat are fundamental issues concerning the success or failure of the Party’s cause. These were clarified in the Gutian Congress Resolution, which thus became a great program and important milestone in the building of our Party and our Army.

Xibei Village: Xibei Village in Gutian Town is located southwest of Gutian Town, at the border between Longyan City and Shanghang County. It is a necessary route from Longyan to the Gutian Congress site, the Gutian Congress Memorial Hall, and the Gutian Town People's Government. Adjacent to Gutian Avenue, the village is 60 kilometers from Shanghang County, 50 kilometers from downtown Longyan, and 6 kilometers from the Guoche interchange of the Longchang Expressway, making external transportation relatively convenient. It serves as the political, commercial, and cultural center of Gutian Town.
