The Former Site of the Huai River Administrative Office of the New Fourth Army is a cultural relic protection unit of Anhui Province.

The site includes 20 buildings constructed in the early years of the Republic of China, with a total floor area of 308 square meters. Originally the residence of a local wealthy merchant, Wang Wencai, the New Fourth Army established the Huai River Administrative Office, an anti-Japanese democratic government, here in July 1940. It governed five counties: Huaiyuan, Fengtai, Mengcheng, Suzhong, and Sunan. It served as the office location of the administrative office and the residence of its leaders. After its establishment, it trained a large number of cadres and military officers with both political and military skills for the Party. It stands as a historical testament to the heroic people of Huai who tenaciously resisted the Japanese invaders and established a people's democratic government, making it a valuable revolutionary historical heritage.

During the War of Resistance, Peng Xuefeng led troops into the Huai region twice to establish the Huai Anti-Japanese Base Area. The Chinese Communist Party set up the Huai River Regional Committee in Longkang. In 1940, the Henan-Anhui-Su Border Region Party Committee relocated to Longkang and was renamed the Huai River Administrative Office of the Henan-Anhui-Su Border Region. Longkang became the political, military, economic, and cultural center of the Huai Anti-Japanese Base Area at the time. The site served as the office location of the administrative office and the residence of its leaders. Comrade Liu Shaoqi stayed here overnight in 1941 during his visit to the area.
