The Qianlong Imperial Stele and the Site of the Water Conservancy Judicial Office in Tangqi are located on Shuibei Street, Shuibei Community, Tangqi Town. Dating back to the Ming and Qing dynasties, the site falls under the category of grotto temples and stone carvings.

In 2011, the Qianlong Imperial Stele and the Site of the Water Conservancy Judicial Office in Tangqi were designated as a Zhejiang Provincial-level Cultural Relics Protection Unit.

Shuibei Community: Shuibei Community is located in the northern part of Tangqi Town, Yuhang District. It borders the former Hangzhou Xinhua Silk Mill to the east, the Beijing-Hangzhou Grand Canal to the south (facing Dongxiaohé, Xixiaohé, and Guangji Road communities across the river), the former Xizi Beer Factory to the west, and Deqing County to the north, covering a total area of approximately 1.4 square kilometers. The community has about 1,600 permanent residents, over 600 households, and more than 100 Party members. Within the community lies the Shuibei Historical Block, composed of buildings from the Ming and Qing periods. Originally stretching 2,500 meters, around 500 meters of the block have now been restored, featuring numerous shops along the street.
