It dates back to the Anti-Japanese War period and is categorized as an important modern historical site and representative building.

Xinhuai Village: Xinhuai Village is located in the central part of Huaikan Township and serves as the township’s main street area. It is traversed by the Caohuai Highway along the Changniu Line and the Changniu Railway, giving it a highly advantageous geographical location and excellent transportation access. The village covers a total area of 21 square kilometers. It comprises 30 villager groups, with 987 households and a population of over 2,700. The total cultivated land area is 2,698 mu, and the collective land area exceeds 1,700 mu. The village has collective fixed assets worth more than 1.8 million yuan.
