The building was constructed in 1927 in a Western style, with a brick-and-wood structure. It covers a land area of 1,334 square meters and a floor area of 240 square meters. Originally an independent courtyard, it now retains two Western-style villa buildings—the first being a two-story structure containing eight suites.

Xu Enzeng (1896–1985), courtesy name Kejun, was from Shuanglin Town, Wuxing (now Huzhou). He graduated early from Nanyang University and later studied electrical engineering in the United States. After the April 12 Coup in 1927, he joined the Central Club (i.e., the CC Clique) organized by Chen Guofu and Chen Lifu. In 1931, he served as head of the Party Affairs Investigation Section under the Organization Department of the Kuomintang Central Committee, expanding the agency and training secret agents. In 1935, he was promoted to section chief. In August 1938, the Central Bureau of Investigation and Statistics of the Kuomintang (also known as the Bureau of Investigation and Statistics or BIS) was established, and he served as deputy director and then director.
