This building was constructed in 1935 in a Western modern architectural style, consisting of one two-story building with 10 rooms and three rows of single-story houses totaling 4 rooms. The walls are yellow, and the sloping roofs are blue.

Leng Xin (1900–1987), courtesy name Rong’an, was born on September 16 of the lunar calendar in 1900 (the 26th year of the Guangxu reign in the Qing Dynasty) to a small merchant family at No. 35 Nandajie, outside the southern gate of Xinghua County, Jiangsu Province. The Leng family had been engaged in commerce for generations, and although a few ancestors in earlier generations had dabbled in politics, they never rose above the role of clerks in government offices.
