On May 13, 1942, the Central Military Commission of the Chinese Communist Party decided to establish the headquarters of the Shaan-Gan-Ning-Jin-Sui Joint Defense Army, appointing He Long as commander, Guan Xiangying as political commissar, and Xu Xiangqian as deputy commander and chief of staff. In August 1947, when the Kuomintang's 230,000-strong army besieged northern Shaanxi and invaded Yan'an, He Long and Xi Zhongxun, following the strategic deployment of the Party Central Committee, led their troops across the Yellow River to Lin County. The Northwest Bureau of the CPC Central Committee, the Command Headquarters of the Shaan-Gan-Ning-Jin-Sui Joint Defense Army, and the border region government agencies were stationed nearby in Shayuan and Nange duo areas of Lin County, Shanxi Province. At that time, He Long lived in Shayuan Village, Xi Zhongxun resided in Nange duo Village, and the Central Rear Committee led by Ye Jianying and Yang Shangkun was also stationed in Lin County.

The former site of the Shaan-Gan-Ning-Jin-Sui Joint Defense Army is a Qing Dynasty–era building, facing south and covering an area of 60.60 meters east–west and 59 meters north–south. It is divided into four courtyards: the upper courtyard, lower courtyard, medical clinic courtyard, and kitchen courtyard.

In 1947, during the extremely difficult period when the Kuomintang launched a massive siege on northern Shaanxi and invaded Yan'an, the Shaan-Gan-Ning-Jin-Sui Joint Defense Army, facing the severe revolutionary situation of the Kuomintang’s economic blockade, successfully raised military provisions and supplies through fiscal policies, land reforms, and other means. It excellently accomplished the tasks of coordinating the rear and supporting the front lines, providing strong logistical support for the southward advance of the Northwest Field Army and enabling the transition of the northwestern battlefield into a strategic counteroffensive during the Liberation War.

On October 7, 2019, the Former Site of the Command Headquarters of the Shaan-Gan-Ning-Jin-Sui Joint Defense Army in Lin County was included in the eighth batch of National Key Cultural Relics Protection Units.
