During the War of Resistance Against Japan, the people, under the leadership of the Communist Party of China, rose up in resistance against Japanese aggression. In 1939, the residents of Lucheng, located in the heart of the Taihang Mountains, organized themselves and established the Anti-Japanese Democratic Government of Lucheng County. As the war progressed, the original government was split into two offices: the Lucheng East County and Lucheng West County governments. To adapt to the needs of the anti-Japanese struggle, in May 1940, the area was divided along the Handan–Changzhi Railway into the Lucheng East and Lucheng West Anti-Japanese Democratic Governments. Song Yanren served as the County Magistrate of Lucheng East, and Liu Wenshan as the County Party Secretary, leading the anti-Japanese efforts east of the railway and engaging in fierce resistance against the invaders. This area became the center of the county’s anti-Japanese salvation movement. Government institutions such as the County Public Security Bureau, Civil Affairs Department, Finance and Grain Department, Armed Forces Department, and Education Section were stationed here. In May 1941, Lucheng East and Lucheng West Counties were merged. Today, 12 courtyards that once housed the anti-Japanese county government and its affiliated offices remain relatively well-preserved. Most of these structures were originally local residences, scattered across Tujiao Village, along with some village temples and other buildings.

Tujiao Village: Located in Huangnuti Township, Tujiao Village lies in the eastern part of Lucheng City, on the southern bank of the Changlin Highway. It enjoys a prime location and convenient transportation. The village has 134 households, a population of 417, divided among three natural villages, including five female Party members, and over 1,100 mu of arable land. During the War of Resistance Against Japan, it was the birthplace of the first People’s Government of Lucheng County and made significant contributions to the war effort. Under the correct leadership of the municipal Party committee, municipal government, township Party committee, and township government, the village carried out the “Six Villages Joint Creation” competition aimed primarily at promoting the construction of a new socialist countryside and developing “one village, one product” industries.
