The "Spring Has Come to Shangtang" Memorial Hall is a national AA-level tourist attraction and a patriotic education base.

The "Spring Has Come to Shangtang" Memorial Hall is located in Dianhu Village, Shangtang Town, Sihong County, known as the "First Village of Rural Reform in Jiangsu." It was initially built in June 2008 and officially opened to the public in December 2008. The exterior of the memorial hall resembles a flagship sailing bravely through the waves, symbolizing how Shangtang Town took the lead in the province’s rural reform 30 years ago by implementing the "household responsibility system." The memorial hall has two floors. The first floor is the "Spring Has Come to Shangtang" Achievement Exhibition Area, divided into five sections: "Poverty Sparks Change," "Struggling Through the Fog," "Turning the Corner to Become a Model," "Spring Rain Nourishes the Land," and "A Bright Future Ahead." Through a wealth of precious artifacts and photos, it reviews the arduous journey of Shangtang Town’s pioneering reforms 30 years ago, showcases the town’s encouraging changes today, and looks forward to a bright future, highlighting the innovative spirit of the people of Shangtang who "dare to think and dare to act." The second floor consists of an exhibition area for traditional rural items and a public service area. The traditional items exhibition area recreates the authentic rural life of 30 years ago through a rich collection of artifacts. The service area provides local farmers with services such as land transfer, conference hosting, and library access. Here, tradition and modernity, material life and civilization are perfectly integrated.

Dianhu Village: Located in the southwestern hills of Sihong County, Dianhu Village covers an area of 11.8 square kilometers, with 1,460 households and a population of 3,790. It is the birthplace of the "Household Contract Responsibility System" in Jiangsu. From April 6 to 10, 2012, Luo Zhijun, Secretary of the Provincial Party Committee, visited Dianhu Village for a special research stay.

In recent years, Dianhu Village has centralized housing for 845 households, with 460 more under construction, all expected to be centralized by August this year. Relying on the premium rice brand, the village has improved farmland infrastructure and developed 790 hectares of standardized high-quality farmland; it also grows 198 hectares of off-season fruits, vegetables, and premium flowers.
