Site of Ganluo City
The site of Ganluo City is a cultural relic protection unit of Jiangsu Province.
The site of Ganluo City is located about a mile north of Matou Town in the southwest of present-day Huaiyin County, Jiangsu Province. Volume 39 of "Youdi Jisheng" (A Record of Famous Sites) under the entry for Chuzhou states: "Ganluo City is one mile north of Huaiyin County. It is commonly believed to have been built by Gan Luo of the Qin Dynasty. After rain, small coins resembling bells with seal script inscriptions, which are indecipherable, are often found in the soil and are called 'Ganluo coins.' Some say there is a Ganluo Temple in Baoying, presumably because Gan Luo was buried here." In the past, the county seat of Qinghe was once relocated here. During the Qing Dynasty, it was an important site along the canal, where the Shanqinghe Administrative Commissioner and the Deputy Magistrate of Qinghe County were stationed.

He was the grandson of Gan Mao, the Left Chancellor of Qin. At the age of 12, he became a retainer in the household of Lü Buwei, the Chancellor of Qin. At that time, relations between Yan and Zhao were tense. The King of Qin, Ying Zheng, sent Lord Cai Ze to stay in Yan for three years, after which the King of Yan sent his Crown Prince Dan to Qin as a hostage. The Qin envoy Zhang Tang was sent to serve as Chancellor of Yan, aiming to ally with Yan to attack Zhao and thereby expand their fiefdom around the Hejian region (present-day northeast Xian County, Hebei).
