Situated on the Chinese side of the main channel of the Heilongjiang River, between the city of Heihe and Russia's Blagoveshchensk, it is only 750 meters from Blagoveshchensk and linked to downtown Heihe by the Daheihe Island Bridge. Covering an area of 0.97 square kilometers, after more than seven years of development and construction, the island has established a civilian market, a negotiation center, the "Everbright City" commercial service street, an international exhibition hall, and other facilities, serving as a tourism, trade, and entertainment island with multiple functions. In March 1997, the People's Government of Heilongjiang Province officially approved the establishment of a border residents' trade zone on Daheihe Island, providing favorable conditions and a rare opportunity for the development of folk border trade in Heihe.
