The resort area has a total planned area of 2.14 square kilometers and is divided into six functional zones: the Fengliu Island Film and Television Base, Historical Relics Museum, villa area, botanical garden, zoo, and ski resort.

Fengliu Island, originally named Wudao Heiluo Island, borders the Heilongjiang River to the north, is surrounded by water on all sides, and has mountains on three sides. It faces the city of Blagoveshchensk, Russia, across the river. The island is 960 meters long, 120 meters wide, and covers a total area of 121,000 square meters. Since 1996, with an investment of over 8 million yuan, it has been initially developed into the Fengliu Island Film and Television Base, reflecting the ethnic characteristics of Northeast China, Eurasian cultural features, the culture of the northern black soil region, and the northern ice and snow culture.

Central Television, Beijing Film Studio, and other organizations have used the island’s natural and cultural landscapes to produce films and TV dramas.

The island currently has 54 buildings with a total construction area of 5,800 square meters. It features a Russian Street, with representative structures including a church, European-style wooden houses, a comprehensive entertainment complex, a bathhouse, and the Tanya Restaurant; there is also an Aihui Ancient City Street, reflecting the characteristics of the northern ethnic minorities and the historic city of Aihui, with buildings such as the Aihui Governor's Office, Kuixing Pavilion, Grand Theater, Mohe Mining Bureau, and Manchu residences.
