The cemetery is situated in the northeast corner of Wangkui County town, covering an area of 20,000 m² and surrounded by ancient trees. The martyrs Feng Gengfu, Hu Zaibai, and Wang Bingheng, who died in the "Hekou Incident" on June 3, 1946, are laid to rest here. Their tombs, inscriptions, and railings are repainted annually for public commemoration and mourning.

In 1984, a 2.5-meter-high brick wall was built around the cemetery, along with a guardhouse staffed year-round. The martyrs' tombstones stand within, and in summer, the grounds are lush with greenery and dense woods, creating a majestic scene.

Comrade Gengfu was from Nangong County, Hebei Province. As a child, he was intelligent, diligent, and driven, with a strong revolutionary spirit. He graduated from the junior high school in his county. Deeply moved by the national crisis after the July 7th Incident, he devoted himself to the revolution. The following year, he proudly joined the Party and fought the enemy with exceptional courage and determination, surviving many life-threatening situations yet never wavering in his resolve. He served as the Propaganda Minister of the Nangong County Mobilization Committee, Director of the County District Anti-Japanese League, and member of the County District Party Committee. In 1943, he attended the Central Party School. After Japan's surrender, he first served as Secretary of the County Government in Wangkui, then as County Magistrate, dedicating himself to mobilizing the masses, improving democracy, abolishing harsh taxes, and promoting democratic education. He united with many educated youths to share the truths of the revolution, while living frugally and serving with integrity. The local people loved his sincerity, admired his simplicity, and took pride in the glorious cause of the people. But the deeper the people's affection for him, the greater the hatred of the reactionaries. — The enemy used their usual tactics to plot his demise. On June 3, 1946, while en route to Suihua for a meeting, he was ambushed by bandits at Hekou. He fought bravely to the end but ultimately sacrificed heroically due to being outnumbered. When the news of his death spread, the public was filled with grief and indignation. Over 30,000 people spontaneously gathered for his memorial service, all weeping in silence. His body was laid to rest in the park. He was only 29 years old.

Mr. Wang Bingheng was from Qu County, Sichuan Province. He joined the Red Army in 1931 and was honored to become a member of the Chinese Communist Party in 1933. He participated in the Long March during the Agrarian Revolutionary War and later studied at the Central Military Academy of the Party. He served as Head of the Organization Division of the Northwest Joint Defense Political Department and, after the liberation of the nation, as Regimental Commander of the Harbin West Sub-district. He came to Wangkui to assist in reconstruction efforts. On June 3, 1946, while on his way to a meeting in Suihua, he fell into an ambush by bandits. He fought bravely and unyieldingly, sacrificing his life alongside County Magistrate Feng. He was 31 years old and was laid to rest in Wangkui Park. When the people heard of his death, they mourned deeply, lamenting the loss of a militarily experienced cadre in the revolutionary struggle.

Comrade Hu Zaibai was from Linqing County, Shandong Province, and graduated from junior high school. After the July 7th Incident, he joined the resistance war and subsequently became a member of the Chinese Communist Party, leading revolutionary journalism in the Ji'nan and Taihang regions. Later, he studied at the Central Party School of the Party. After Japan’s surrender, he served as Political Director of the Wangkui County Brigade, guiding youth in national reconstruction and founding the Wangkui Urban Workers’ Union. He had a simple and sincere style, which made people eager to be close to him. On June 3, 1946, while en route to a meeting in Suihua, he was ambushed by bandits. He resisted stubbornly and unyieldingly, sacrificing his life alongside County Magistrate Feng. He was 31 years old and was buried in Wangkui Park.
