Located near Taipingchuan in Toutiaoliuhe, Baishan Town, it has now been submerged under Bai Shan Lake. From August 1 to 5, 1939, key leaders of the CPC South Manchuria Provincial Committee and the First Route Army held a meeting here. After Yang Jingyu's heroic martyrdom on February 23, 1940, Wei Zhengmin presided over another meeting of the CPC South Manchuria Provincial Committee and the First Route Army leadership from March 13 to 15 at this site. This relic is a valuable resource for studying the history of the Anti-Japanese Allied Forces.
