The Luzhou County Baihe Gao Dong Hot Spring International Tourism Resort is located in Baihe Town, Luzhou County. It is one of the key projects under the "New Cultural Tourism County" strategy implemented by the Luzhou County Party Committee and County Government, and serves as an essential component in building the tourism “Golden Triangle” of Luzhou County. Baihe Town borders Hejiang County and Yongchuan District of Chongqing, situated 45 kilometers from downtown Luzhou City, 50 kilometers from Yongchuan City, and 60 kilometers from Fucui. “Harmony in family, harmony among people, harmony in Baihe”—the area boasts beautiful mountains and rivers, outstanding people, and abundant resources, making it an ideal destination to escape the hustle and bustle of the city, relax both body and mind, and immerse oneself in nature.

Hot springs are a natural treasure bestowed upon Baihe, and a shining star in the tourism landscape of Luzhou and eastern Luzhou County. According to tests conducted by the Luzhou No. 113 Geological Team and the Chengdu Mineral Resources Supervision and Testing Center of the Ministry of Land and Resources, the Baihe hot spring well reaches a depth of 2,116 meters with water temperatures exceeding 60°C. The daily yield exceeds 2,000 cubic meters, and the water contains minerals such as fluorine, bromine, iodine, strontium, lithium, barium, and metaboric acid, all meeting the national standard “Geological Exploration Specification for Geothermal Resources” (GB11616—2010). It also includes various elements beneficial to human health, offering excellent therapeutic, beautifying, and skin-enhancing effects. Notably, the spring water contains about 5% salt—a unique characteristic. Geological experts state that apart from the Sichuan Death Sea in Daying County, the Baihe hot spring is the second saltwater bath hot spring in the entire province. Nearby the hot spring lies the renowned Gao Dong Waterfall, formed by a sudden rupture in the riverbed of the Dalu Stream. The waterfall stands 77 meters high, which is 2 meters taller than the Huangguoshu Waterfall in Guizhou, and is 44 meters wide. Its thunderous roar can be heard across a 30-kilometer radius. Within the waterfall is the Water-Curtain Cave, capable of accommodating thousands of visitors, offering warmth in winter and coolness in summer. Beneath the falls lie the mysterious Dragon Pool and Tiger Cave whose depths are unknown. Around the waterfall, there are numerous natural attractions such as the Dragon-Slaying Sword, Heavenly Rooster Crest Rock, Wife-Watching Platform, Stairway to Heaven, Little Golden Dragon, Little Golden Turtle, Cat’s Thread, Child-Rocking Rock, and Stone Ox Pen. Along the river downstream, the riverbed is flat and serene, flanked by towering gorges and well-preserved primitive forests that provide dense shade. The whole region is steeped in local legends, including the Goddess Mother’s Wrath at the Little Golden Dragon, Li Qi Eating the Immortal Peach, Carpenter Tian Er Meeting the Immortal, and Lu Ban Rushing Stones to Build a Bridge.

In April 2011, through vigorous investment promotion efforts by the Luzhou County Party Committee and County Government, along with the Baihe Town Party Committee and Town Government, Minsheng Energy Group (Chongqing) was successfully introduced to invest in the development of the Baihe Hot Spring and Waterfall project. The project is planned to cover an area of 3,500 mu, including a 600-mu core hot spring zone and an additional 2,900 mu designated for eco-agricultural sightseeing. It is designed to accommodate up to 500,000 visitors annually. The development will follow 4A-level scenic area standards and is scheduled for completion within 2–3 years with a total investment of 1.2 billion yuan. The hot spring core area will feature supporting facilities such as five-star and three-star hotels, hot spring bathing pools, a performance center, a visitor reception center, a children’s amusement park, a folk culture pedestrian street, a sports park, and cliff inscriptions. The eco-agricultural sightseeing zone will include attractions such as the Colorful Corridor Eco-Sightseeing Area, the Forest Adventure Park Eco-Sightseeing Area, the Ecological Wetland Park Eco-Sightseeing Area, the Waterfront Waterfall Park Eco-Sightseeing Area, the Leisure Agriculture Park Eco-Sightseeing Area, the Luzhou Geographical Agriculture Demonstration Park Eco-Sightseeing Area, and the Riverbank Scenic Belt Eco-Sightseeing Area.

This project has been listed as a key tourism project in Luzhou City for 2012. To date, project planning, project filing and approval, and mineral rights bidding have all been completed. The first phase of construction land, covering 270 mu, has been approved under the document Chuan Fu Tu [2012] No. 423. Land acquisition and demolition are currently underway, with construction set to commence in July 2012. Leveraging this opportunity, the entire Baihe Town is striving to establish the Baihe Hot Spring as the premier natural saltwater therapy hot spring in Southwest China, and transform Baihe into a “Hot Spring and Flower Town” and an emerging “Tourism and Leisure Town.”
