In February 1934, Yu Ruoping, secretary of the Suining-Sichuan Central County Committee of the CCP, organized a party and league members’ representative assembly at Dai Biguang’s home in Wanjia Gou, Shiyang Town. It was decided to establish the Shiyang Special Branch of the CCP, with Dai Biguang as secretary, Dai Zuofan as organizational committee member, and Liu Bilu as propaganda and education committee member as well as secretary. The special branch called on party and league members to mobilize the masses to carry out struggles against rent, grain levies, and debts, and to recruit party and league members from intellectuals to expand the organization. By March of that year, the Shiyang Special Branch had developed to include four branches, comprising 27 party members, over 20 league members, and more than 100 members of the Peasant Association. Shortly afterward, the Suining-Sichuan Central County Committee also moved to Dai Biguang’s home. In August of that year, secretary Yu Ruoping was transferred to work at the provincial party level, and Dai Biguang succeeded him as secretary of the Suining-Sichuan Central County Committee.

Dai Biguang (1907–1934), male, was from Wanjia Gou, Shiyang Town, Anyue County. He joined the Chinese Communist Party in 1932 and once served as secretary of the Shiyang Special Branch of the CCP, as well as a member and secretary of the Suining-Sichuan Central County Committee. He was executed by warlords in Suining in December 1934.

The town covers an area of 62.4 square kilometers, with cultivated land spanning 2,061.6 hectares, including 1,391.2 hectares of paddy fields and 670.4 hectares of dry land. It governs 22 administrative villages, 225 villager groups, 26 residential groups, with a total of 15,699 households and a population of 50,644, of which 43,267 are agricultural residents.
