In the second half of 1929, Dai Yibo and Dai Chaofan, members of the Communist Party of China who had been sent by the Sichuan Provincial Committee of the CPC to engage in military work at the Whampoa Military Academy, returned to Anyue and re-established contact with the Anyue Special Branch of the CPC. At that time, it was believed that the county had a relatively large number of party members and a certain mass base, and that the Special Branch could no longer meet the needs of the work. It was decided to establish the Anyue County Committee of the Communist Party of China at the Hulong Girls' School, with Xu Yue serving as the County Party Secretary, Dai Yibo as the head of the Organization Department, and Dai Chaofan as the head of the Propaganda Department. The central tasks of the County Committee were to promote communism and develop the Party organization. During the summer vacation of 1930, the County Committee held a study class for party members and young activists, with over 30 participants. County Party Secretary Xu Yue organized the study of revolutionary theories such as "Materialist Historiography," "Popular Capitalism," and "ABCs of Communism." Through the study sessions, the participants gained a deeper understanding of the root causes of social darkness, recognized the crimes of landlords, gentry, and the reactionary Kuomintang faction, and were inspired with revolutionary fervor. After the study sessions, Yao Mianguang, You Shimin, Zeng Datiji, and others were admitted to the Communist Party of China.
