In early 1933, Deng Yong, a leader of the underground CPC Longtai Party organization, was hired to teach at Gaosheng Primary School. Working together with party member Zheng Bangxin, he built up the Party organization among the school's teachers, recruiting primary school teachers Zheng Tianyi and Tong Xiaohui into the Party, and forming the Gaosheng Branch of the CPC, with Deng Yong serving as branch secretary.

In the winter of 1933, to support the Tongxian Uprising, the Gaosheng Branch arranged for party members and activists to help form the Longtai Guerrilla Unit. They also recruited dozens of individuals including Liu Xinmin, Fan Zhishan, Zheng Bangzhi, and Zheng Chengxian into the Party, the Youth League, and local peasant associations in rural areas and schools. By February 1934, the Gaosheng area had established five Party branches, with over 70 party members and more than 200 core supporters. With approval from the Suian County Committee, the Gaosheng Special Branch of the CPC was formed, with Deng Yong as secretary. All activities of the special branch were carried out inside the Gaosheng Primary School. Later, when Deng Yong was transferred to work in the Longtai District Committee, Zheng Bangxin took over as secretary of the Gaosheng Special Branch, continuing to lead the region’s revolutionary activities.
