The former site of the Guangxi Provincial Congress of the Communist Party of China is a classic red tourism attraction.

The former site of the Guangxi Provincial Congress of the Communist Party of China is located at the residence of the Qin family in Luocun, about 2.5 kilometers west of Sanli Town, present-day Guigang City. The original structure was a brick-and-timber building with a flush-gable roof. Only a small gate and an open hall remain today. The gate stands 2 meters high and 1.3 meters wide, topped with bare brickwork; the open hall served as the meeting venue, measuring 4 meters in width, 6 meters in depth, and 7 meters in height, with a mud-brick wall and gray-tiled roof.

From November 7 to 8, 1936, the Guangxi Provincial Congress of the Communist Party of China was held in Luocun, Sanli, Guixian. This was a congress of great historical significance held under severe revolutionary conditions in Guangxi, after the local party organization had lost contact with the higher authorities for nearly five years since February 1932. A total of 20 delegates from various regions attended the meeting. The conference reviewed the lessons learned from the underground party organization in Guangxi, which had suffered from the harm of Li Lisan and Wang Ming’s two “Left” opportunist lines, and how it continued to fight, gradually restored and developed party organizations in various areas, and carried out experiences in peasant movements after the destruction of the special committee. It passed a political report on the current situation and tasks. The meeting identified the central task going forward as actively publicizing and implementing the CPC Central Committee’s “August 1st Declaration,” firmly carrying out the Party Central Committee’s line, principles, and policies on the anti-Japanese national united front, actively developing party organizations and the “Labor-Peasant Association,” using both open and semi-open legal struggles, and extensively carrying out the anti-Japanese salvation movement. The conference established the Guangxi Provincial Working Committee of the Communist Party of China and elected Chen An as the secretary of the provincial working committee. The successful convening of this meeting achieved unified leadership of the party organizations across the province, restored the organizational ties between the Guangxi party organization and the higher authorities that had been severed, promoted the reconstruction and development of party organizations throughout the province, and advanced the formation of the anti-Japanese national united front and the vigorous development of the anti-Japanese struggle in the province.

The former meeting site was originally the residence of the local enlightened and progressive figure Qin Zengqi, consisting of two two-story mud-brick, timber, and tile houses, each with two rooms and one hall, and a courtyard in the middle.

Chen An, originally named Yang Shan’an, was born in January 1910 in Da’nan Village, Qiaoxu, Guixian. He joined the Communist Youth League in July 1928 and the Communist Party of China in November of the same year. He served as a member of the Qiaoxu District Committee of the CPC and secretary of the Youth League Committee, a member of the Youth League Committee of Guixian County, a member of the CPC Guixian County Committee, and secretary of the CPC Guixian County Committee. After 1931, he served as an inspector and member of the Guangxi Provincial Special Committee of the CPC. Peng Maogui, also known as Peng Deming, He Yongming, and Old Liang, was born in 1905 in Quanjian Village, Tielian Township, Xingye County (now part of Yulin City), Guangxi. Chen Huguang (1911–1960), also known as Chen Ce and Chen Zhujī, was from Mengtong Village, Fuxiang Township, Hengxian. In 1926, he was admitted to Hengxian County Normal School and the following year served as a member of the Hengxian Student Federation. In July 1928, he transferred to the remedial class at Nanning Hongtong College. At the end of 1929, he joined the Communist Party of China and in August was appointed principal of Changming Primary School in Hengxian, later becoming a director of the Hengxian Central District Youth Corps Bureau. In the spring of 1931, he was wanted by the Kuomintang and went to teach at the First Higher Primary School in Zhaixu, Hepu County, Guangdong. In 1935, he returned to Hengxian to open a rice shop.
