Explore Kotor Bay Even on a Short Holiday: Base yourself at a guesthouse in the ancient town of Kotor, and spend four days connecting the fjord, the twin islands of Perast, and the Budva seaside—all without changing hotels or backtracking.

Itinerary Idea

The main coastal attractions in Montenegro are concentrated in two sections: Kotor Bay and the Budva Riviera. Driving between them takes under an hour. It’s recommended to stay three nights at a guesthouse in the old town of Kotor and explore in sections—“Northern Bay – Central Bay – Southern Bay – South Coast”—to avoid the hassle of carrying luggage and changing accommodations.

Day 1: Old Town of Kotor (Bay Bottom)

After arrival, check into the old town and settle in. In the afternoon, walk along the nearly 5-km city walls up to St. John’s Fortress (ticket around €15, opens before 8 AM). Enjoy panoramic views of the Venetian-style red-roofed old town and the entire fjord. In the evening, stroll through Weapons Square, visit St. Tryphon Cathedral, and check out the cat museum hidden in the alleys. For dinner, try Montenegrin risotto and grilled squid at a konoba (tavern) in the old town.

Day 2: Perast and Northern Section of the Bay

In the morning, take a bus or taxi to Perast. Hop on a ferry to visit Our Lady of the Rocks and St. George Monastery Island—both man-made islands built with stones from shipwrecks. In the afternoon, head north to Herceg Novi. Climb up to the Spanish Fortress for views over the narrowest part of the bay. Also visit the old town clock tower and the harbor promenade, which was one of the filming locations for the movie “The Bridge.”

Day 3: Budva Old Town and Beaches

Head south to Budva. In the morning, explore the three churches within the old town walls and relax at Mogren Beach. In the afternoon, walk along the seaside promenade to Mogren and Jaz Beaches for a swim. In the evening, enjoy the sunset at a bar in the old town. For dinner, try Montenegrin ham (Njeguši cured ham) paired with local Vranac red wine.

Day 4: Sveti Stefan and Sveti Nikola Island

Drive 15 minutes early in the morning to the viewpoint at Sveti Stefan for sunrise photos. If your budget allows, book lunch on the island. In the afternoon, rent a small boat or take a ferry from the Budva dock to the beach on Sveti Nikola Island. Return to Kotor in the evening or go straight to the airport for departure.

Tips

  • Buses between towns in Kotor Bay run about every 30 minutes, and fares are less than €3—very convenient.
  • Parking at the Sveti Stefan viewpoint is extremely limited in peak season; try to arrive before 9 AM.
  • There’s a noticeable difference in dining prices between Budva and Kotor. For better value, save your big meals for local restaurants outside the Budva old town.
  • The midday sun in Kotor Bay can be intense in summer. Schedule sightseeing in the old town for mornings and evenings, and reserve the hottest hours for the beach or museums.

If you can spare an extra day, consider changing your Day 3 evening plan to take a bus to Cetinje to visit the royal palace and museums, then return to the airport from there the next morning. This way, you can include the cultural sights of the former capital in your 4-day trip.
